RTOs handle numerous tasks upon registration, like yearly declarations, AVETMISS data submission, and marketing compliance. Among these tasks, assessment validation is notably challenging. While validation has been reviewed in several publications, let's revisit the fundamental principles. The Australian Skills Quality Authority describes validation of assessments as quality assurance of the assessment procedure.

In essence, validation of assessments is aimed at identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the 2015 Standards for RTOs, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The regulations specify two forms of validation. The primary type of assessment review ensures compliance with the training package assessment requirements within your organisation's scope. The other type ensures that assessments are conducted according to the principles of assessment and Rules of Evidence. This indicates that validation is performed in both pre- and post-assessment stages. This article will focus on the first type—validation of assessment tools.

What are the Two Types of Assessment Validation?

- Assessment Tool Validation: Commonly called pre-assessment validation or verification, is concerned with the primary part of the clause, aimed at meeting all unit requirements.
- Post-Assessment Validation: Is related to the implementation, ensuring that RTO assessments align with the Principles of Assessment and Rules of Evidence.

Process of Conducting Assessment Tool Validation

When to Validate Assessment Tools

The aim of assessment tool validation is to make sure that all components, performance criteria, and evidence of performance and knowledge are covered by your evaluation tools. Therefore, whenever you get new training materials, you must perform validation of assessment tools prior to student use. There's no need to wait for your next five-year validation cycle. Check new materials right away to verify they are appropriate for students.

Nevertheless, this isn't the only occasion to perform this type of validation. Conduct validation of assessment tools also when you:

- Revise your resources
- Incorporate new training products on scope
- Check your course against training product updates
- Spot your learning resources as a risk during your risk assessment

ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

What Training Products Need Validation?

Bear in mind that this validation ensures compliance of all learning resources before use. All RTOs must validate materials for each subject unit.

Resources Needed to Start Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your training materials:

- Mapping Tool: The first document to review. It identifies which assessment tasks meet course unit requirements, helping with faster validation.
- Learner Workbook: Ensure it is suitable as an assessment resource during validation. Check if directions are clear and answer fields are sufficient. This is a common issue.
- Marking Guide: Also check if guidelines for assessors are sufficient and if clear standards for each assessment task are provided. Clear benchmarks are crucial for reliable evaluation results.
- Additional Resources: These may include evaluation checklists, registers, and templates created separately from the student workbook and evaluation guide. Validate these to ensure they match the assessment task and address unit requirements.

Assessment Validation Panel

Clause 1.11 specifies the requirements for members of the validation panel. It states validation can be performed by one or more people. However, RTOs usually mandate all trainers and evaluators to participate, sometimes including sector experts.

Collectively, your assessment validation panel must have:

Key Considerations for Assessment Validation

Pay attention to the action words in the unit requirements and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Caring for Babies and Toddlers, one performance criteria asks students to:

- Perform diaper changes
- Feed babies with bottles and clean equipment
- Prepare solid food and feed babies
- Respond to baby signs and cues properly
- Prepare and settle babies for sleep
- Monitor and encourage age-appropriate physical exploration and gross motor skills

Common Pitfalls

Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit specification is meant to assess theoretical understanding (i.e., knowledge-based evidence), students should be performing the tasks.

Mind the Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 demands the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

Full Competence or Not Competent

Pay attention to itemized requirements. As mentioned earlier, if students only complete half the tasks, it’s not compliant. Each assessment task must meet all criteria, or the student is not competent, and the assessment tool is non-compliant.

Can You Be More Specific?

Each assessment task must have clear and specific standard answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your directions do not mislead students or trainers.

Avoid Double-Barrelled Questions

Steering clear of double-barrelled questions makes it easier for students to respond and for evaluators to accurately assess student competence.

Ensuring Audit Compliance

Considering these requirements, you might wonder, “Do resource developers offer guarantees for audits?” However, with these assurances, you must wait for an audit before they assist with noncompliance. This influences your compliance status, so it's better to take a preventative and compliant approach.
